Name is unknown, kept secret by him. Usually hanging out around the alley on the back of Jim's and other remote places, he seems to offer deals to unaware people in order to get benefits out of scams (We believe he may have scammed the local cashier), though he seems to be moral enough to not deal with children such as Bob Jr. He is mostly despised by a larger part of town, which he doesn't seem to be bothered by. His three heads allow him to listen and look out for any dangers at all times so no one's able to catch him in the action.
